Short answer. China's official PV statistics describe 2024 as a year of rising output and falling prices: MIIT reports wafer output of 753 GW and cell output of 654 GW, with polysilicon and module prices down 39.5% and 29.7% year on year. Growth slowed through the year, from more than 30% in each segment in the first half to more than 10% for the full year. The policy response sits in four places a buyer can read directly: the PV Manufacturing Industry Norms (a guiding, non-mandatory list that a 2026 consultation draft would tighten), draft mandatory energy-consumption standards, export-rebate cuts that end the PV export VAT rebate from 1 April 2026, and ministerial statements on capacity regulation and 'anti-involution'. This guide shows what each source says and what it does not say.
1. The output and price signal
MIIT's Department of Electronics and Information Technology publishes PV manufacturing operation figures based on information from norm-compliant (规范公告) companies and industry-association estimates.
- Full year 2024. Polysilicon output was more than 1.82 million tonnes (+23.6%), wafers 753 GW (+12.7%; exports about 60.9 GW), cells 654 GW (+10.6%; exports about 57.5 GW) and modules 588 GW (+13.5%; exports about 238.8 GW). MIIT calls the pattern 'volume up, price down' (量增价减): polysilicon prices fell 39.5% and module prices 29.7% year on year. Cell exports grew by more than 40% and module exports by more than 12%.
- First half 2024. Wafers 402 GW (+58.6%), crystalline-silicon cells 310 GW (+38.1%), crystalline-silicon modules 271 GW (+32.8%), polysilicon 1.06 million tonnes (+74.9%).
- January–October 2024. Wafers about 608 GW, crystalline-silicon cells about 510 GW, crystalline-silicon modules about 453 GW, with each segment still growing by more than 20%.
CNWattHub arithmetic (approximate, because the half-year cell and module figures are labelled crystalline-silicon and the full-year figures are not): second-half 2024 output was about 753 − 402 = 351 GW for wafers and 654 − 310 = 344 GW for cells. Back-calculating 2023 from the stated growth rates (753 / 1.127 ≈ 668 GW for the year and 402 / 1.586 ≈ 253 GW for the first half) puts second-half 2023 wafer output near 415 GW, so second-half 2024 wafer output was roughly 15% lower year on year; the same method gives cells roughly 6% lower (591 − 224 ≈ 367 GW against 344 GW). Treat these as reading aids, not official figures.
What the official releases do not give is nameplate capacity or utilisation. None of the sources retrieved for this guide states a national wafer or cell capacity figure, so any 'overcapacity ratio' you are shown comes from elsewhere.
2. The industry norms: what they require and what the 2026 draft changes
Status. The PV Manufacturing Industry Norms describe themselves as a guiding document that is not a precondition for administrative approval and is not mandatory. The 2024 edition (MIIT Announcement 2024 No. 33) guides companies to reduce projects that merely expand capacity and sets a 30% minimum capital ratio for new and expanded projects.
The 2024 company conditions. R&D and process-improvement spending of at least 3% of sales and at least RMB 10 million a year, and — when applying for the compliant list — previous-year output of at least 50% of previous-year capacity. CNWattHub reading: the 50% condition is the only utilisation test in the documents read for this guide, and it applies to list applicants, not to the industry as a whole.
The 2026 consultation draft. On 16 October 2026 MIIT published drafts of a 2026 edition of the Norms and of the listing (announcement) management measures, with comments due by 15 November 2026. The draft keeps the non-mandatory status, the capacity-expansion guidance and the 30% capital ratio, raises the R&D floor to at least RMB 20 million (for the company or its controlling group), and adds a condition of no failed product-quality spot check in the previous year; its list of company conditions contains no output-to-capacity condition. The implementation date is left blank and the 2024 edition would lapse on that date.
Technical thresholds, 2024 versus 2026 draft. The 2024 Norms treat n-type as one category; the draft splits cells and modules by technology.
| Requirement (n-type) | 2024 Norms | 2026 draft |
|---|---|---|
| Existing: wafer minority-carrier lifetime | ≥ 800 μs (HJT wafers ≥ 500) | ≥ 1,200 μs (HJT ≥ 800) |
| Existing: average cell efficiency | ≥ 25% | TOPCon ≥ 25.3%, HJT ≥ 25.3%, xBC ≥ 25.6% |
| New and expanded: wafer lifetime | ≥ 1,000 μs (HJT ≥ 700) | ≥ 1,500 μs (HJT ≥ 900) |
| New and expanded: average cell efficiency | ≥ 26% | TOPCon ≥ 26.2%, HJT ≥ 26.0%, xBC ≥ 26.6% |
| New and expanded: average module efficiency | ≥ 23.1% | TOPCon ≥ 24.2%, HJT ≥ 24.0%, xBC ≥ 24.4% |
Efficiency is front-side efficiency for bifacial products in both editions.
Energy, suppliers and listing. The draft caps electricity use for monocrystalline wafer projects below 60,000 kWh per million wafers (existing) and 45,000 (new and expanded), and for n-type cell projects below 45,000 kWh/MWp (existing) and 35,000 (new and expanded). It extends the Norms to subcontractors and to suppliers of in-scope raw materials; MIIT publishes the list periodically, organises product spot checks and revokes listing for companies that no longer comply. The draft management measures require every base of a group's subsidiaries making the same product type to apply, an annual self-inspection report by 31 March and a quarterly production-and-operation form by the 20th of each quarter's first month that covers production, imports and exports and changes in capacity, and a change application when capacity or production lines change significantly. Listing is revoked for, among other grounds, falsified filings, late self-inspection material, two consecutive failed spot checks or voluntary withdrawal, and a revoked company cannot reapply for two years.
CNWattHub reading: for a buyer the list is a screening tool, not a licence. A supplier that is not on the list may still produce legally, and the list itself will change if the draft is adopted.
3. Energy-consumption standards upstream
In September 2025 the Standardization Administration consulted on three draft mandatory standards, with comments due 15 November 2025: energy-consumption limits for polysilicon and germanium and for monocrystalline silicon (both proposed for 1 January 2027), and energy-efficiency limits and grades for crystalline-silicon modules and inverters (six months after publication). The polysilicon draft sets comprehensive energy-consumption grades of 5, 5.5 and 6.4 kgce/kg for the trichlorosilane route and 3.6, 4.0 and 5.0 kgce/kg for the silane fluidised-bed route; existing producers must meet grade 3 and new or expanded producers grade 2. It would replace GB 29447-2022. These are drafts as retrieved; check whether a final standard has been issued before relying on the numbers.
4. Export rebates
MOF and STA cut the export VAT rebate for some PV products from 13% to 9% from 1 December 2024. Announcement 2026 No. 2, dated 8 January 2026, cancels the export VAT rebate for PV and other listed products from 1 April 2026; for battery products it cuts the rate from 9% to 6% for April–December 2026 and cancels it from 1 January 2027. The product lists sit in attachments that were not retrieved, so this guide does not say which wafer, cell or module codes are covered. CNWattHub reading: when comparing export quotes across the 1 April 2026 boundary, ask the supplier whether the price assumed a rebate.
5. The 2026 capacity-regulation and anti-involution statements
According to an Economic Daily report of 18 December 2025, the head of MIIT's electronics department said PV-industry governance enters a 'crucial stage' in 2026, with stronger capacity regulation and project management, market-based and law-based means to push the orderly exit of backward capacity, a price-monitoring mechanism focused on companies with abnormal prices, more quality spot checks (including against overstated power ratings), and faster mandatory standards on module safety and polysilicon energy limits. On 17 April 2026 MIIT, NDRC, SAMR and NEA held a joint PV symposium calling for 'anti-involution' work on capacity regulation, standards, innovation, price enforcement, quality supervision, mergers and restructuring, and intellectual-property protection. Neither source states a capacity target, a closure list or a price floor.

Checklist
CNWattHub editorial method, not a sourced rule:
- Ask whether the supplier's wafer and cell plants are on the MIIT compliant list, and which edition of the Norms the listing was granted under.
- Compare the supplier's stated n-type efficiency and wafer lifetime with the 2026 draft thresholds for its technology (TOPCon, HJT or xBC).
- Ask for the latest annual self-inspection report or quarterly operating form figures the supplier filed, and whether any capacity change was reported.
- For polysilicon-heavy supply chains, ask which energy-consumption grade the upstream plant meets under the draft GB 29447.
- Check whether export quotes made before 1 April 2026 assumed an export VAT rebate.
- Treat any national capacity or utilisation figure as non-official unless its source is named.
