Short answer. "China's renewable target" is four different instruments. At the top are national non-fossil energy shares and capacity goals stated for the country as a whole; below them, annual consumption responsibility weights that bind each province; below those, obligations on grid companies, retailers and large users; and from 1 August 2026, minimum renewable consumption shares for named industries under Order No. 42. This guide reads each level from the documents on gov.cn, ndrc.gov.cn and npc.gov.cn, tracks how the accounting and carry-over rules changed from 2021 to 2026, and explains why a project's price mechanism now depends on its province's weight. No provincial value is quoted.
Level 0: the legal basis
The 2009 amendment to the Renewable Energy Law (effective 1 April 2010) rewrote Article 14 to establish a full guaranteed-purchase system, under which the State Council energy authority, with the electricity regulator and finance ministry, sets the share of renewable generation in total generation to be reached in the planning period and grid companies must sign connection agreements and purchase all qualifying renewable output within their coverage. The Energy Law (effective 1 January 2025) requires the state to improve the renewable consumption guarantee mechanism and makes supply, retail, relevant users and captive-plant enterprises responsible for consuming renewable generation. The first law creates a purchase duty on the grid; the second creates a consumption duty on those who sell and use electricity. Everything below is the administrative machinery for the second.
Level 1: national goals
The State Council's 2030 carbon-peaking action plan targets a non-fossil share of energy consumption of about 20% by 2025 and about 25% by 2030, with wind and solar capacity of over 1,200 GW by 2030. China's new NDC announced on 24 September 2025 sets 2035 targets of economy-wide net GHG emissions 7–10% below peak, non-fossil energy above 30% of total energy consumption, and wind plus solar capacity more than six times the 2020 level, striving for 3,600 GW. These are shares of energy, not of electricity, and they are stated nationally; the provincial, entity and industry obligations come from the separate instruments below. Their operational link is the sentence in the 2021 weight notice that ties the provincial weights to the 2025 goal of about 20% non-fossil primary energy.
Level 2: provincial consumption responsibility weights
The definition. The 2019 notice defines the consumption responsibility weight as the share of renewable electricity each provincial region's consumption must reach, split into a total weight and a non-hydro weight, with a minimum weight per province and an incentive weight set a margin above it.
How the annual notices evolved. The 2021 notice (21 May 2021) set a rolling annual release — current-year weight binding, next-year weight indicative for project pipelines — and allowed a province that missed its weight because of concentrated hydro or nuclear commissioning or other objective reasons to carry the shortfall to the next year, provided its 2025 indicative weight was secured. The 2023 notice (16 July 2023) computes a province's performance mainly on physical renewable consumption and an obligated entity's performance mainly on the green certificates it holds, and tells provinces to size guaranteed grid connection of wind and PV by their non-hydro weight. The 2024 notice (10 July 2024) makes 2024 weights binding and 2025 indicative, adds a green-power consumption ratio for aluminium smelting computed with certificates and only monitored in 2024, computes provincial performance on physical consumption, and carries shortfalls to the next year. The 2025 notice (1 July 2025) adds green-power ratios for steel, cement, polysilicon and new data centres at national hub nodes; provincial performance is mainly physical consumption with provincial-account purchases of out-of-province certificates as a supplement; the 2025 weight must be met in-year with no carry-over to 2026; aluminium is assessed in 2025 and the new sectors only monitored.
Read in sequence, two trends are visible: the industry layer grew from aluminium alone (2024, monitored only) to five sectors (2025, with aluminium assessed and the four new sectors still only monitored); and the carry-over right narrowed from a conditional allowance (2021: objective reasons, with the 2025 indicative weight secured) to none for 2025.
Level 3: obligated entities
Under the 2019 notice, obligated entities are (class 1) grid companies, independent retailers and distribution-retail companies supplying end users, bearing a quantity tied to annual sales, and (class 2) wholesale-market users and enterprises with captive plants, tied to annual consumption; agricultural use and separately metered heating are exempt. Document 113 (27 January 2024) excludes non-fossil energy from total-energy-consumption and intensity control and treats the green certificate as the basic voucher for renewable electricity consumption in the 14th-FYP provincial energy-saving assessment. The 2025 Opinions on the green-certificate market (6 March 2025) direct that steel, non-ferrous, building materials, petrochemical and chemical enterprises, data centres and other key energy users reach a green-power share in principle not below the national average total consumption weight by 2030, with new data centres at national hub nodes rising above an 80% base, and that the weight be pushed down to key energy users with certificates used for weight accounting.
Level 4: Order No. 42 (from 1 August 2026)
Order No. 42, adopted 26 December 2025, promulgated 5 June 2026 by NDRC, MIIT, MOHURD and MOT and effective 1 August 2026, is made under the Energy Law and the Renewable Energy Law and governs the setting, monitoring and assessment of minimum renewable consumption shares for energy users and provincial consumption responsibility weights. It turns the annual-notice practice into a standing system with two instruments.
Minimum consumption shares for industries. The Order defines the minimum renewable consumption share as the state-set floor for renewables in an energy user's total energy consumption, split into an electricity share (all renewable generation types) and a non-electricity share (renewable heating/cooling, hydrogen/ammonia/methanol, biofuels); the NEA, with other departments, names the key energy-using industries (the industry scope being set yearly) and sets their targets and transition periods, and issues the targets annually. An industry's electricity share may be met by self-consumption, direct green-power connection, or green-certificate / green-power trading (transfer), and performance on the electricity share is accounted with green certificates for electricity generated in the assessment year, under the national non-fossil electricity consumption accounting rules; the non-electricity share is accounted statistically by provincial energy authorities under the Order's attached method.
Provincial weights, restated. The Order redefines the provincial weight as the share of renewable electricity consumed in a province's total electricity consumption (total and non-hydro), has the NEA compute weights uniformly with a regional growth mechanism and medium/long-term guidance linked to provincial utilisation rates, issued annually; provincial energy authorities lead implementation plans approved by provincial governments; and supply, retail, relevant users and captive-plant enterprises bear consumption responsibility. Provincial performance is accounted on actual renewable electricity consumed; where it truly cannot be met, certificates for assessment-year generation may be bought to top up; natural causes (including extreme resource anomalies) or major accidents that significantly reduce renewable output or restrict export lead to a deduction after third-party evaluation.
Monitoring and consequences. The Order provides quarterly third-party monitoring and annual evaluation, both published; non-compliant key-industry enterprises get three months after publication to top up through certificate or other market trades, after which they face interviews, circulars, credit records and heightened supervision; non-compliant provinces may top up within three months, must propose regulation-capacity, grid and price measures linked to the sustainable-development price mechanism, and otherwise may, depending on circumstances, face interviews and circulars, with the shortfall moved to the next year — except that the weight for the last year of a five-year plan cannot be carried over.
Why a project should care
Document 136 ties the annual quantity of electricity from new projects (commissioned from 1 June 2025) newly admitted to the sustainable-development price-settlement mechanism to each province's non-hydro weight performance: exceeding the weight may reduce next year's mechanism quantity, missing it may increase it. Order No. 42 then requires a province that misses its weight to link its remedies to that same price mechanism. A province's weight performance is therefore an input to how much new-project electricity gets a mechanism price in that province next year — which is a project-level cash-flow question, not a policy abstraction.
Reading table
| Level | Instrument | Who is bound | Counted in |
