Short answer. Hydrogen in China is governed by two legal identities at once. The Energy Law in force since 1 January 2025 lists hydrogen energy among the energies it covers, defines it as the energy released when hydrogen reacts chemically as an energy carrier, and commits the state to actively and orderly promote its development; the hazardous chemicals regulation (State Council Order No. 591, as revised in 2013) still applies to the production, storage, use, trading and transport of hazardous chemicals, and hydrogen is entry 1648 of the 2015 catalogue. For storage and transport that means safety-condition review of new or expanded production and storage projects, a safety production licence for producers, dedicated storage under a designated keeper, a trading (including warehousing) licence — with exceptions for a lawfully established producer selling the hazardous chemicals it produces within its own plant and a licensed port operator warehousing within the port area — and dangerous-goods road or water transport licences. Policy is moving the technology along: the 2022 plan calls for cheaper high-pressure gaseous transport, industrialised liquid hydrogen, solid and organic carriers and blended and pure-hydrogen pipeline pilots; NEA's June 2025 pilot notice sets thresholds (pipelines of at least 100 km carrying renewable-based hydrogen, liquefaction of at least 5 t/day per train, at least 600 kg per vehicle, storage of at least 20,000 Nm³ per project); and in August 2025 NEA described the long-distance pipeline network as still exploratory, with high cost, technical bottlenecks and an immature standards system, while supporting the Sinopec Ulanqab–Yanshan pipeline. This guide reads those texts and four standards records; it quotes no Chinese-source project cost, tariff or safety statistic.
1. Two identities: energy and hazardous chemical
| Instrument | What it says about hydrogen |
|---|---|
| Energy Law (adopted 2024-11-08, in force 2025-01-01) | 'energy' includes hydrogen energy; hydrogen energy = energy released when hydrogen reacts chemically as an energy carrier; the state actively and orderly promotes hydrogen development and utilisation |
| Energy Law, Art. 57 | the state encourages and supports R&D, demonstration and industrialisation of major technologies, equipment and new materials in hydrogen development and utilisation and in energy storage |
| Hazardous chemicals regulation (Order No. 591, 2013 revision) | applies to production, storage, use, trading and transport of hazardous chemicals; defines them by toxic, corrosive, explosive, flammable or combustion-supporting properties; catalogue set by the safety regulator with other departments |
| Hazardous Chemicals Catalogue (2015 edition, effective 2015-05-01) | hydrogen (氢/氢气, CAS 1333-74-0) is entry 1648; issued by SAWS with nine other departments under Order No. 591 |
CNWattHub reading: the Energy Law settles what hydrogen is for energy-policy purposes; it does not amend the hazardous chemicals regulation, whose licensing chain is unchanged in the texts read here. A storage or transport project therefore carries both labels.
2. The licensing chain for storage and transport
Under the hazardous chemicals regulation, new, rebuilt or expanded hazardous-chemical production and storage projects need a safety-condition review by the safety regulator (port projects for storing and handling hazardous chemicals are reviewed by the port administration instead); producers need a hazardous-chemicals safety production licence before producing; hazardous chemicals must be stored in dedicated warehouses, sites or rooms under a designated keeper; trading, including warehousing, is licensed — except that a lawfully established producer selling its own products within its plant and a licensed port operator warehousing within the port area need no trading licence; and road or water transport requires dangerous-goods transport licences under the transport laws. CNWattHub reading: for a hydrogen storage or trucking business the five documents to ask for are the safety-condition review, the production licence (if producing), the storage arrangement, the trading licence (if selling or warehousing for others) and the dangerous-goods transport licence of the carrier.
3. The technology direction
The 2022 medium/long-term hydrogen plan's storage-and-transport section calls for raising the efficiency and lowering the cost of high-pressure gaseous storage and transport, industrialising cryogenic liquid hydrogen, exploring solid-state, cryo-compressed and organic-liquid carriers, piloting hydrogen-blended natural gas and pure-hydrogen pipelines, and gradually building a high-density, lightweight, low-cost and diversified system.
NEA's June 2025 pilot notice turns that into thresholds. Storage-and-transport pilots: pipelines carrying renewable-based hydrogen only, at least 100 km; liquid hydrogen plants with single-train liquefaction of at least 5 t/day; single-vehicle transport capacity of at least 600 kg. Storage pilots across high-pressure gaseous, organic liquid, solid metal, cryogenic liquid, rock cavern and ammonia/methanol carriers: at least 20,000 Nm³ per project. Pipelines are in principle intra-provincial, and pilots are in principle to be built and commissioned or completed within 3 years.
| Pilot threshold (NEA, June 2025) | Value |
|---|---|
| Pipeline length | ≥ 100 km (renewable-based hydrogen) |
| Liquefaction, single train | ≥ 5 t/day |
| Single-vehicle capacity | ≥ 600 kg |
| Storage per project | ≥ 20,000 Nm³ |
| Completion | in principle within 3 years |
CNWattHub reading: the thresholds are entry conditions for pilot status under this notice, not performance standards for the industry.
4. Pipelines: what NEA said in August 2025
Replying to a CPPCC proposal on a national hydrogen pipeline network, NEA said it had studied storage-and-transport infrastructure layout across gaseous, liquid and solid routes, supported large-diameter pure-hydrogen pipeline pilots and the Sinopec Ulanqab–Yanshan Petrochemical pipeline, but that China's long-distance hydrogen pipeline network is overall still at an exploratory stage, facing high construction cost, technical bottlenecks and an immature standards system, with near-site use prioritised. The IEA's Global Hydrogen Review 2025 puts the global picture around it: about 37,000 km of hydrogen pipelines announced to 2035, under 6% at final investment decision, most projects in Europe and China where the world's longest, largest-diameter hydrogen pipelines are being built; its table of selected projects lists, as estimated investment needs (information as of May 2025), a ~1,000 km Zhangjiakou–Caofeidian pipeline (USD 850 million) and an 85 km Chifeng pipeline (USD 60 million) in China.
CNWattHub reading: NEA's own words — 'exploratory stage', 'standards system not yet mature' — are the right calibration for any pipeline-dependent offtake plan; the pilot notice's 'in principle intra-provincial' line points the same way.
5. The standards a station file should cite
| Standard | Scope as recorded |
|---|---|
| GB/T 34542.1-2017 氢气储存输送系统 第1部分:通用要求 | general requirements for gaseous hydrogen storage and transportation systems; current; published 2017-10-14 |
| GB 50177-2005 氢气站设计规范 | design of new, rebuilt and expanded hydrogen stations, supply stations and plant/workshop hydrogen piping; effective 2005-10-01 |
| GB 50516-2010 加氢站技术规范 | design, construction and building of new, rebuilt and expanded refuelling stations, including combined hydrogen–petrol and hydrogen–gas stations; effective 2010-12-01 |
| GB/T 34584-2017 加氢站安全技术规范 | safety requirements for delivery, on-site production, storage, compression, dispensing and fire protection at vehicle refuelling stations, including combined stations; effective 2018-05-01 |
Only the catalogue records were read (the GB 50516 record is that of the 2010 edition), and no clause of any standard is quoted.
6. A reading sequence for a storage or transport project
CNWattHub's reading of the sources as a checklist:
- Both identities acknowledged. The file treats hydrogen as energy (Energy Law) and as catalogue entry 1648 (hazardous chemical).
- Licensing chain. Safety-condition review, production licence, dedicated storage, trading licence, dangerous-goods transport licence — whichever apply.
- Pilot status. If the project claims NEA pilot status, its thresholds (100 km, 5 t/day, 600 kg, 20,000 Nm³) and the 3-year completion expectation.
- Pipeline realism. Any cross-provincial pipeline assumption read against 'in principle intra-provincial' and NEA's August 2025 characterisation.
- Standards. GB/T 34542.1, GB 50177, GB 50516 and GB/T 34584 named where relevant, with editions.
- Technology route. Stated in the plan's vocabulary (high-pressure gaseous, liquid, solid/organic carriers, blended or pure pipeline).
Scope limits
This guide reads the Energy Law, the hazardous chemicals regulation (2011 gazette text and 2013 revised text), the 2015 catalogue, the 2022 plan, NEA's 2025 pilot notice and 2025 reply, the IEA review and four standards records. It quotes no provincial rule on hydrogen production outside chemical parks, no pipeline tariff, project cost or safety statistic from Chinese sources, and no clause of any standard. The IEA figures are the IEA's; its investment figures are estimates as of May 2025.
