Short answer. China's green certificate (GEC) market now has an operating manual and a price gauge. The manual is NEA's implementing rules (trial) of 28 November 2025 (valid three years): NEA's Electric Power Business Qualification Management Centre issues certificates; any platform may host a trade but must sync trade and cancellation information to the national system in real time; the national system is the only channel for transfers, freezing and allocation; the price must be greater than 0 yuan; and certificates moved with green-power trades cannot be traded again. Certificates are issued monthly at one per 1,000 kWh, tradable for the grid electricity of wind, solar, biomass, geothermal and ocean projects and of fully market-based conventional hydro units commissioned on or after 1 January 2023, non-tradable for self-consumed, off-grid and pre-2023 conventional hydro electricity, none for independent storage discharge, valid two years from the production month. They are cancelled on expiry, consumption declaration, CCER reduction registration or account closure, the buyer chooses the province where the environmental benefit belongs, and from 1 January 2026 a certificate cancelled to declare green-power consumption must carry the production year of the consumption year — a year-level match that applies to that cancellation ground only, with finer time matching merely encouraged. The trading mechanics come from the 2024 rules — stand-alone or bundled, by listing, bilateral negotiation or centralised bidding, one trade only, priced in yuan per certificate, with no administrative interference in price formation. The gauge is the China Green Certificate Price Index, first published in July 2026 (release of 24 July 2026) on a January 2025 = 100 base; the releases read here give two readings, June 2026 at 181.0 and July at 222.8, up 23.1% in a month. Separately, the monthly data releases show a steep gradient by production year — in June 2026, stand-alone trades averaged 1.29 yuan for 2024-production, 4.05 yuan for 2025-production and 5.96 yuan for 2026-production certificates, on 82.73 million certificates traded in the month. This guide reads the rules and the regulator's releases; it quotes no platform rulebook, contract or price after July 2026. For issuance, validity and the consumption weights see the companion guide on the green certificate market.
1. What a certificate is and how it may be traded
| Rule | Text |
|---|---|
| Definition | sole proof of the environmental attribute of renewable electricity and sole voucher for recognising its production and consumption; 1 certificate = 1,000 kWh; tradable certificates may be transferred for value; NDRC and NEA set and adjust the tradable scope |
| Forms of trade | stand-alone, or bundled with the electricity with quantity, price and delivery agreed separately in the contract |
| Platforms (2024 rules) | stand-alone: China Green Certificate Trading Platform, Beijing and Guangzhou power exchanges; cross-provincial green-power: Beijing, Guangzhou, Inner Mongolia exchanges |
| Methods | listing, bilateral negotiation, centralised bidding; prices formed by market means |
| One trade | at this stage a certificate may be traded only once; minimum unit one certificate; price unit yuan per certificate |
| Non-interference | no unit may interfere with price formation or restrict trading regions by compulsory means |
| 2025 opinion | price-formation mechanism, price monitoring, study of a price index; green-power trade certificate prices formed with reference to stand-alone prices; long-term purchase agreements; provincial accounts; targets for 2027 incl. nationwide free flow |
CNWattHub reading: "one trade only" plus "no re-trading after a green-power transfer" means the GEC is a consumption voucher that passes once from generator to consumer, not a tradable commodity with a secondary market; a price series for GECs is therefore a series of primary-sale prices, and the index should be read that way.
2. The implementing rules: who does what, and what is forbidden
- Roles. NEA designs and manages the system; its Qualification Centre issues, transfers and cancels; platforms sync trade and cancellation information to the national system in real time.
- Single channel. The national system is the only channel for transfer, freezing and allocation; no platform or agent may obstruct transfers. Parties may use any platform.
- Price floor. The certificate price must be greater than 0 yuan.
- No re-trade. Certificates transferred with green-power trades cannot be traded again.
- Scope. Tradable: wind, solar, biomass, geothermal and ocean energy grid electricity and fully market-based conventional hydro units commissioned on or after 1 January 2023; non-tradable: self-consumed, off-grid and pre-2023 conventional hydro; none for independent storage discharge, and co-located storage must be metered separately; the tradable scope is adjusted dynamically.
- Validity. Two years, with the production month as month 0 and the last day of month 24 as the end.
- Cancellation. On expiry, consumption declaration (or certification), verified and registered CCER reductions, or account closure; the buyer chooses the province of environmental-benefit attribution; for CCER projects the crediting-period certificates are frozen on registration and those of the registered months cancelled; from 1 January 2026, when cancelling to declare green-power consumption, production year must match consumption year and in principle the cancelled quantity should not exceed the declared scene's actual consumption; a cancellation sheet is generated automatically.
- Transparency and discipline. Monthly disclosure of issuance, trading and cancellation by production year and generation type, including trading volume and average price; objections to issuance or transfer within 3 months, none in principle for trades or cancellations; sellers claiming other attribute vouchers for the same electricity, and platforms issuing them, are ordered to correct, interviewed or notified, and have their issuance and trading permissions suspended if they refuse to correct.
NEA's reading describes the rules as 10 chapters and 45 articles written to detail the 2024 rules, align certificates with the CCER market, the new-energy sustainable-development price settlement mechanism and carbon dual control, and settle self-consumption, off-grid, objection and attribution questions; it stresses the time-matching requirement and the above-zero price for certificates bundled into cross-regional electricity.
CNWattHub reading, kept as two separate statements. What the rule restricts: from 1 January 2026, a certificate cancelled to declare green-power consumption must have the same production year as the consumption year, so for that purpose a 2024-production certificate cannot cover 2026 consumption; the rule is a year-level match, it applies to consumption-declaration cancellations only (not to expiry, CCER registration or account closure), and finer time matching is only encouraged. What the data show: in June 2026 stand-alone trades averaged 1.29 yuan for 2024-production, 4.05 yuan for 2025-production and 5.96 yuan for 2026-production certificates. None of the sources estimates or ranks the price effect of any clause, and this guide does not attribute the gradient to the year-matching rule; that the rule contributes to it is an untested hypothesis of this guide, not a finding.
3. The monthly data
| Month (2026) | Issued (tradable) | Traded in month | Stand-alone trades and average price by production year |
|---|---|---|---|
| March | 303 million (204 million, 67.12%) | 62.56 million, of which 32.70 million in green-power trades | 29.85 million: 2024-production 6.63 million at 2.08 yuan; 2025 22.28 million at 5.95 yuan; 2026 0.95 million at 7.76 yuan |
| June | 373 million (206 million, 55.41%) | 82.73 million, of which 42.89 million in green-power trades; wind and solar the two largest categories | 39.84 million: 2024 4.21 million at 1.29 yuan; 2025 28.16 million at 4.05 yuan; 2026 7.48 million at 5.96 yuan |
CNWattHub reading: in both months the certificates traded stand-alone were roughly half of all certificates traded (29.85 of 62.56 million in March, about 47.7%; 39.84 of 82.73 million in June, about 48.2%), and each production-year stand-alone average was lower in June than in March (2.08 → 1.29, 5.95 → 4.05, 7.76 → 5.96 yuan). The price index is a different measure: an index level against a January 2025 base, compiled by NDRC's Price Monitoring Centre and NEA's Qualification Centre, whose method the releases cited here do not publish; the monthly figures are average prices of stand-alone trades by production year. The two are measured on different bases and cover different periods in the releases read here, so they cannot stand in for each other, and this guide does not compare their movements.
4. The price index
NEA published the China Green Certificate Price Index for the first time on 24 July 2026: June 2026 closed at 181.0 points on a January 2025 = 100 base, down 0.2% month on month and up 23.2% year on year; the July 2026 reading, published 27 August 2026, was 222.8, up 23.1% on the month and 11.2% on the year. The index is compiled by NDRC's Price Monitoring Centre and NEA's Qualification Centre under the guidance of NEA's New Energy Department. In its August 2026 reply to a CPPCC proposal, NEA described the index as a public, transparent, continuous and comparable price signal that helps stabilise expectations, and said it will keep monitoring the market and guiding prices to form reasonably.
CNWattHub reading: an index at 222.8 means prices about 2.2 times the January 2025 level on the compilers' method; it does not say what a 2026-production certificate costs — the monthly release does (5.96 yuan in June). A buyer budgeting GEC purchases needs both the index direction and the production-year average for the vintage it must cancel.
5. Demand and the wider mechanism (as NEA reported it)
NEA's August 2026 reply gives the 2025 totals: 1.35 trillion kWh of new-energy electricity traded in markets (60% of new-energy generation), 978 billion kWh equivalent in certificate and green-power trading, 328.5 billion kWh of green-power trading (+38.3%) and more than 60 billion kWh under multi-year PPAs; it names the June 2026 four-department Order No. 42 on minimum renewable consumption targets for key energy-using industries, the May 2026 non-fossil electricity consumption accounting guide (trial), and a green-power consumption certification system being drafted with SAMR. The 2024 NEA–MEE notice set a two-year transition from 1 October 2024 in which deep-sea offshore wind and CSP projects choose between certificates and CCER but not both, with untraded certificates frozen on CCER registration and cancelled after verification, and PV and other wind not newly admitted to the voluntary market for the time being. The implementing rules carry the same interface: crediting-period certificates are frozen on CCER project registration and cancelled for the months whose reductions are registered.
CNWattHub reading: Order No. 42 and the accounting guide are known here only from NEA's description; a reader needing the sector minimums or the accounting boundary should obtain those texts. The two-year interface notice runs to 30 September 2026 on its own terms; the implementing rules now carry the freeze-and-cancel mechanics independently, so the mechanics do not depend on the notice; this guide has not verified which projects may choose between certificates and CCER after the transition ended.
6. A reading sequence built from the sources
- Vintage. Which production year a consumption declaration must cancel (2026 matching rule) and that year's latest average price.
- Form. Stand-alone or bundled; if bundled, the certificate price agreed separately and above zero; no re-trade afterwards.
- Platform. Any platform, synced to the national system; disputes on issuance or transfer within 3 months.
- Attribution. Province of environmental benefit chosen at purchase; the electricity of the certificates cancelled should in principle not exceed the actual consumption of the declared scene.
- Double claims. No other attribute voucher for the same electricity; CCER interface for eligible projects.
- Price context. Index level and the monthly stand-alone averages, read as different measures that cannot substitute for each other.
- Demand drivers. Order No. 42 minimums and the accounting guide, to be read in their own texts.
