Short answer. The texts read here contain no single periodic safety-inspection rule for battery storage stations; as of NEA's June 2026 reply to NPC deputies, what exists is four inspection checkpoints defined in national notices, a continuous monitoring layer, a set of recommended standards that supply the checklist, and a periodic evaluation mechanism that NEA describes as under design. The checkpoints: a safety-conditions analysis at feasibility stage kept on file; a check of safety facilities after completion or trial operation; grid-connection testing by an institution with storage testing qualifications, with grid companies told to refuse stations that fail connection standards; and a 'safety post-evaluation' after a period of operation. The continuous layer: power enterprises monitor batteries, BMS, EMS, PCS, fire systems, cybersecurity and environment at the generation- and grid-side stations they invest in or operate, with all such stations in scope from 2025; fire facilities get a full test at least yearly; battery state of health is assessed and inspected; data goes to the national monitoring platform. The standards: GB/T 42288-2022 (safety code), GB/T 43868-2024 (start-up and acceptance), GB/T 42314 and 42312-2023 (hazards, emergency plans), GB/T 46261-2025 (fire monitoring), GB/T 51048-2025 (design; implementation date 2026-04-01). NEA's reply says periodic evaluation is 'suitably' done by qualified third parties, because a dispatch-led arrangement 'may' raise boundary and fairness issues; that a safety-evaluation guideline covering indicators such as insulation, capacity retention and efficiency is being drafted; and that a link from inspection results to capacity payments and insurance is being studied.
1. The four checkpoints
| Stage | Requirement | Source text |
|---|---|---|
| Feasibility study | comprehensive analysis of safety-production conditions and facilities; written report kept for inspection | 2025 five-department notice, item 二 |
| Construction and completion | qualified contractor; completion acceptance; quality-supervision formalities; fire acceptance before commissioning | 2022 NEA notice, items (七)(八) |
| Completion / trial operation | check of project safety facilities; rectify problems found | 2025 notice, item 二 |
| Grid connection | type tests, whole-station commissioning tests and grid-connection testing by a storage-qualified institution before acceptance; grid enterprise to refuse non-compliant stations ('杜绝"带病并网"') and fix a safe dispatch range in the dispatch agreement | 2022 notice, items (九)(十) |
| After a period of operation | safety post-evaluation 'to ensure whole-life-cycle safety' | 2025 notice, item 二 |
Filing (备案) is the administrative anchor: all electrochemical storage projects must be filed, the filing document names the project unit's primary safety responsibility and the supervising authority, and already-filed projects are to have their supervision responsibility supplemented item by item. The same notice assigns fire-management and fire-monitoring standards to the fire and rescue authority, provides for joint inspections and enforcement across departments, and requires project units to run hazard investigation and graded risk control. The owner is the responsible party; the 2022 notice's specific duty to bring station safety into the enterprise safety system is written for stations under filing management connected to the public grid at 10 kV and above, with other stations told to strengthen safety management under the relevant rules.
CNWattHub reading: the texts place the check and the post-evaluation on the project unit itself, without naming any independent inspector, an interval or pass criteria; the post-evaluation is required 'after a certain time' (投运一定时间后) with no number. A buyer should therefore ask for the four documents by stage — the feasibility safety report, the completion/trial-operation check record, the qualified institution's grid-connection test report and the post-evaluation report — and, for a station filed before the 2025 notice, check what was supplemented in its filing. The grid-connection test is the one checkpoint where an external qualified institution and a gatekeeper (the grid company) are named; the other checks and the post-evaluation are the project unit's own.
2. The continuous layer
| Element | Requirement |
|---|---|
| Power-enterprise monitoring (generation- and grid-side stations) | battery packs, BMS, EMS, PCS, fire systems, cybersecurity, operating environment; capability built by 2024-12-31; all new and existing stations in scope from 2025 |
| Industry data set | basic ledger; level-1 alarms, communication status, active power; monthly charge/discharge energy, hours, outage hours; product-quality and hazard/defect surveys — collected by the CEC and reported to NEA |
| Daily management | operating and maintenance procedures; periodic inspection of main equipment and systems; assessment and inspection of battery state of health |
| Fire facilities | operating procedures, periodic maintenance, a full test at least once a year; emergency plan for thermal runaway and fire before commissioning; coordination and drills with local fire services; trained O&M staff |
| Fire responsibility | designated fire-safety responsible person and manager; periodic fire checks and patrols; emergency plans filed with emergency-management and fire authorities |
| Reporting | battery safety performance, operating state, hazard treatment and incidents to the storage safety monitoring information platform |
CNWattHub reading: the monitoring notice is addressed to power enterprises for the generation-side and grid-side stations they invest in or operate; how a station outside that description is brought into the monitoring pipeline is not stated in the texts read here, and the 2022 and 2025 notices' owner duties apply in any case. The annual full fire-facility test is the only fixed inspection interval this guide found in a national text, and section 2.12 is written for generation-side and grid-side stations.
3. The standards that supply the checklist
- GB/T 42288-2022 电化学储能电站安全规程 — current, effective 2023-07-01. Clause 5.6 (as reproduced on a fire-code site) requires a fire alarm system per GB 50116; fire detectors in PCS rooms, control rooms, relay and communication rooms, switchgear rooms, cable layers and shafts, transformers and similar buildings and equipment; combustible-gas, heat and smoke detectors inside battery rooms or containers (optionally per module); gas-concentration display and prompt-alarm devices outside battery rooms and in the duty room; and manual fire-alarm and emergency start/stop buttons outside battery rooms.
- GB/T 43868-2024 启动验收规程 — start-up and acceptance, effective 2024-11-01.
- GB/T 42314-2023 and GB/T 42312-2023 — hazard identification and emergency-plan preparation, effective 2023-10-01.
- GB/T 46261-2025 火灾监测预警系统通用技术要求 — fire monitoring and early warning, under the National Fire and Rescue Administration, effective 2026-09-01.
- GB/T 51048-2025 设计标准 — design; implementation date 2026-04-01 (the record's status field read '未生效' when retrieved).
- 25 Key Requirements (2023), section 2.12 — fire prevention for generation-side and grid-side storage stations: combustible-gas detection in LFP rooms tripping room- and cluster-level DC breakers and starting explosion-proof ventilation on H2 or CO thresholds; fixed automatic extinguishing in new, rebuilt or expanded medium/large lithium stations, with system parameters verified by module-level real-fire tests at a qualified institution; caution on second-life batteries with consistency screening and traceability; BMS electrical and non-electrical protection with cluster-level isolation preferred.
- IEC 62933-5-2:2025 — safety for people and, where appropriate, surroundings and living beings, across the whole BESS life cycle; edition 2.0 replacing 2020.
CNWattHub reading: everything in this list is a recommended standard (GB/T) or an industry requirement, and NEA's reply says the feasibility of a mandatory station-level safety standard is being studied; what else binds a given station — laws, mandatory product standards, the filing document, the dispatch agreement — is outside the texts read here. For an inspection, the 25 Key Requirements' section 2.12 is the most checklist-like national text: it names detectors, trips, ventilation, extinguishing verification and the yearly test.
4. What NEA said in June 2026 about a periodic mechanism
NEA's reply (国能建安全〔2026〕111号, 2026-06-30) to a suggestion on periodic inspection, after consulting the financial regulator, SAMR and NDRC:
| Question | NEA's answer |
|---|---|
| Legal basis | the 2025 notice's completion check and post-evaluation; 50-plus recommended national standards |
| Technical basis | a national standard being drafted, 《电化学储能电站安全评价导则》, covering post-commissioning inspection of dynamic indicators including insulation, capacity retention and conversion efficiency; 'may' serve as the basis for periodic evaluation once issued |
| Who inspects | 'suitably' qualified third-party institutions, since a dispatch-led arrangement 'may' raise business-boundary and fairness issues; results to local energy authorities and the grid enterprise as a reference |
| Data | AI in storage safety under study; a data-sharing mechanism feeding the national monitoring platform |
| Economic link | a 'testing–rating–revenue' loop called an important lever; insurers' risk-assessment guideline and a standardised risk-grade model; 'insurance + third-party rating' and a link to capacity prices to be studied |
| Mandatory standard | feasibility and technical path being studied |
The 2025 supervision priorities had already scheduled safety-evaluation pilots, anti-accident measure research and special operating-safety inspections by some provincial energy authorities, plus a quality-supervision inspection outline for storage construction.
CNWattHub reading: the reply is a statement of direction, not a rule — the evaluation guideline is unissued, the inspection interval is unstated and the capacity-price link is 'to be studied'. Three things in it are nevertheless usable now: the indicators NEA names as examples of what the draft guideline covers (insulation, capacity retention, efficiency), which a buyer can ask for in an O&M contract without waiting; NEA's stated preference for third-party evaluators, which suggests who may hold a station's report; and the insurers' risk-grade scoring, which may reach a station's premium before any regulator reaches its capacity payment. The context is 136 GW of new-type storage by end-2025.
