Short answer. The Chinese standard text this guide reads on a battery storage station's fire system is section 5.6 of GB/T 42288-2022 电化学储能电站安全规程 (a recommended national standard in force since 1 July 2023). As reproduced on the CABR fire institute's code website, it requires a fire alarm system to GB 50116, combustible-gas, temperature and smoke detectors in battery rooms or containers (each module may have its own detector), gas-concentration displays and manual alarm and emergency start/stop buttons outside the battery room, and an automatic extinguishing system whose minimum protection unit for lithium-ion batteries should be the battery module, with remote automatic and emergency manual start, an agent with good insulation and cooling performance, and the duty to extinguish the fire and continuously suppress re-ignition. NEA's 2023 edition of the 25 key requirements adds, for LFP rooms, H2/CO detection that trips room- and cluster-level DC switching devices and starts explosion-proof ventilation of at least one room volume (net of equipment) per minute, and, for new medium and large lithium-ion stations, fixed automatic systems whose type, flow, pressure and nozzle layout are verified by module-level full-scale battery fire tests. Two standards changes bracket 2026: the design code GB 51048-2014 is recorded as withdrawn from 1 April 2026 and GB/T 51048-2025 is recorded with an implementation date of the same day, and GB/T 46261-2025 on fire monitoring and early warning systems takes effect on 1 September 2026 under the National Fire and Rescue Administration. Internationally, UL 9540A tests propagation at cell, module and unit level, NFPA 855 (2026) sets installation criteria including suppression and explosion control, and IEC 62933-5-2:2025 covers whole-life safety of electrochemical storage. This guide reads those texts; it quotes no design parameter from GB 51048, no agent quantity and no incident statistic.
1. What GB/T 42288-2022 §5.6 requires
| Clause | Requirement |
|---|---|
| 5.6.2 | fire alarm system designed to GB 50116; controllers to GB 4717 |
| 5.6.3 | fire detectors in PCS rooms, control rooms, relay/communication rooms, switchgear rooms, cable layers and shafts, and at transformers; detector type per GB 51048 |
| 5.6.4 | combustible-gas, temperature and smoke detectors in battery rooms/containers; each battery module may have its own detector |
| 5.6.5 | gas-concentration display and alarm outside the battery room and in the duty room; manual fire alarm buttons and emergency start/stop buttons outside the battery room |
| 5.6.8–5.6.9 | fire-water supply with flows and durations per GB 51048; portable extinguishers per GB 50148 |
| 5.6.10 | automatic extinguishing in battery rooms/containers; for lithium-ion the minimum protection unit should (宜) be the battery module, each module may have its own nozzle or fire-detection tube; remote automatic and emergency manual start; discharge intensity and nozzle spacing per GB 51048; agent with good insulation and cooling performance; extinguish and continuously suppress re-ignition |
| 5.6.11 | interlocking of fire system, HVAC and video/environment monitoring; linkage control per GB 50116 and GB 16806 |
| 5.6.12 | AC supply plus DC standby for the fire alarm system, per GB 50116 |
Three readings. First, the module-level protection unit is a 宜 (should) clause, not 应 (shall): a design that protects at container level is not non-compliant on that word alone, but it departs from the recommended unit and the reviewer should ask why. Second, the agent performance words are 'insulation' and 'cooling' and the system duty is 'extinguish and continuously suppress re-ignition' — so a reviewer should ask how the proposed agent and quantity meet the continuous-suppression duty, not only the knock-down. Third, several parameters (detector types, discharge intensity, nozzle spacing, fire-water flows and durations) are delegated to GB 51048, so the edition of GB 51048 the design cites matters (§3).
The clause text was read from a third-party reproduction, not the official publication; the official information page confirms the standard's number, title, status and dates only.
2. NEA's 25 key requirements (2023 edition), section 2.12
NEA's 2023 edition of the 25 key requirements for preventing electricity production accidents gives the operating-side rules for generation- and grid-side stations:
- Gas detection and ventilation. LFP battery rooms must have combustible-gas detection that, when H2 or CO exceeds the set threshold, trips the room-level and cluster-level DC switching/interruption devices (直流开断设备) and starts explosion-proof emergency ventilation with an exhaust rate of at least one room volume per minute (the volume may be computed net of batteries and other equipment).
- Fixed suppression, tested. Electrical rooms must have fire alarm systems; new, rebuilt or expanded medium and large lithium-ion stations must have fixed automatic extinguishing systems in battery rooms that extinguish open flame without re-ignition, with system type, flow, pressure and nozzle layout verified by module-level full-scale battery fire tests at a qualified body.
- Housekeeping and operations. Fire-stopping of penetrations and cable entries; operating procedures and at least one full test a year for fire facilities; pre-commissioning emergency plans for thermal runaway and fire with a coordination mechanism with local fire and rescue; fire-trained O&M staff; no lithium-ion battery rooms in crowded places; medium and large stations to select mature, high-safety batteries and be cautious about second-life traction batteries.
CNWattHub reading: the 'module-level full-scale fire test' requirement is the evidence a buyer should ask to see — the test report that supports the system type and parameters, not only a certificate for the agent.
3. The standards changeover of 2026
| Standard | Status as recorded on 2026-10-24 |
|---|---|
| GB 51048-2014 电化学储能电站设计规范 | withdrawn (作废), 废止日期 2026-04-01; applied to new/expanded/rebuilt stations of 500 kW and 500 kWh and above, not mobile stations; drafters include CEC, CSG's peak-regulation company, Guangdong design institute |
| GB/T 51048-2025 电化学储能电站设计标准 | the 2025 standard of the same number; implementation date 2026-04-01 (record's status field still read 未生效 on the retrieval date) |
CNWattHub reading: the §5.6 cross-references to 'GB 51048' were published in December 2022, when the 2014 code was the edition on record; a design dated after 1 April 2026 should state which edition it used for detector types, discharge intensity, nozzle spacing and fire-water parameters, and whether the new design standard (now GB/T, a recommended standard) changed them. No clause of either edition was read for this guide. The May 2025 five-department notice explains the division of labour behind these texts: market regulators and energy departments speed up design, construction, acceptance, grid-connection and operation standards, while the fire and rescue departments draw up fire-management and fire monitoring/early-warning standards — GB/T 46261-2025 is on the latter track — and the departments are to build a fire-alarm information notification and joint-response mechanism.
4. Acceptance, operation and monitoring
NEA's 2022 notice requires fire acceptance before a station is put into operation, designated fire-safety responsible and management persons with regular fire inspections and equipment maintenance, emergency drills for electrolyte leakage, thermal runaway and fire, and filing of emergency plans with local emergency-management and fire departments with a joint-response mechanism. NEA's 2023 notice on operating-risk monitoring of generation-side and grid-side stations requires power companies to monitor the safety status of the stations they invest in or operate — battery packs, BMS, EMS, PCS, fire systems, cyber security and operating environment — to complete monitoring capability by 31 December 2024, and to bring all such new and existing stations into monitoring from 2025.
5. The international frame
UL 9540A is the US and Canadian test method for thermal-runaway fire propagation in battery storage; UL Solutions describes cell-level testing (thermal-runaway characteristics of the cell, gas composition and flammability) and module-level testing (tendency of propagation, heat and gas release, ignition or deflagration danger), notes the 6th edition's alignment with NFPA 855, and states that unit-level testing is still required for residential BESS and non-residential BESS with an active thermal-runaway propagation prevention system. NFPA 855 (2026 edition), per its distributor's description, gives fire-protection criteria for ESS installations by technology, setting, size and separation and the suppression and control systems in place, covering detection and suppression, explosion control, exhaust ventilation, gas detection and thermal runaway; the 2026 edition consolidates general requirements in Chapter 4, adds emergency-response-plan requirements and chapters for flow batteries and ESS on barges, and revises Annex G.8 on NFPA 69 explosion evaluations of lithium-ion ESS. IEC 62933-5-2:2025 (edition 2.0, replacing 2020) describes safety for people and, where appropriate, surroundings and living beings for grid-connected storage with an electrochemical subsystem across the whole life cycle, adding provisions beyond IEC 62933-5-1.
CNWattHub reading: the Chinese texts and the international ones converge on the same two questions — does gas detection act before ignition (trips of DC switching devices and ventilation in NEA's §2.12.5; gas detection and explosion control in NFPA 855), and has propagation been tested at module level (NEA's module-level fire test; UL 9540A module-level test).
6. A review sequence built from the sources
CNWattHub's reading of the sources as a checklist:
- Detection. Gas, temperature and smoke detectors in every battery room/container; whether per-module detection was chosen; displays and manual buttons outside.
- Gas-triggered actions (LFP battery rooms). In lithium iron phosphate battery rooms (磷酸铁锂电池设备间): H2/CO thresholds; trips of room- and cluster-level DC switching devices; explosion-proof ventilation sized to at least one room volume (net of equipment, if so computed) per minute.
- Protection unit and start modes. Module-level unit or a stated reason for a larger one; remote automatic and emergency manual start.
- Agent and duty. Insulation and cooling performance; extinguish and continuously suppress re-ignition (GB/T 42288-2022 §5.6.10); for new, rebuilt or expanded medium and large lithium-ion stations (新(改、扩)建中大型锂离子电池储能电站), extinguish open flame without re-ignition (NEA §2.12.7).
- Test evidence (new, rebuilt or expanded medium and large lithium-ion stations). Module-level full-scale battery fire test report from a qualified body supporting system type, flow, pressure and nozzle layout.
- Design code edition. GB 51048-2014 or GB/T 51048-2025 for the delegated parameters; design date versus 1 April 2026.
- Interlocks and power. Fire–HVAC–monitoring linkage; AC plus DC standby.
- Fire monitoring and warning. For designs after 1 September 2026, GB/T 46261-2025.
- Acceptance and operations. Fire acceptance before operation; responsible persons; annual full test; drills; plans filed with fire and rescue; operating-risk monitoring in place for generation-side and grid-side (发电侧、电网侧) stations.
- International evidence. UL 9540A cell/module (and where required unit) test reports; NFPA 855 or IEC 62933-5-2 where the project or lender asks.
